The Small Arms Survey’s Mapping Actors and Alliances Project for South Sudan (MAAPSS) held its sixth closed-door webinar on Thursday 26 August. The webinar focused on analyzing the recent split in the Sudan People’s Liberation Army in Opposition (SPLA-IO), at a state-by-state level. The MAAPSS Update No. 6 provides an overview of the developments taking place in Upper Nile State. The beginning of the year saw the appointment of a Shilluk governor for Upper Nile, Budhok Ayang Kur, and his Padang Dinka deputy, James Tor Monybuny. The MAAPSS Update No. 5 provides an overview of new appointments and developments in Unity State. Following the establishment of the Ruweng Administrative Area, Unity state is now a mono-ethnic Nuer state, as well as in theory being the well-spring of SPLA-IO support, as well as the birthplace of Riek Machar, the opposition’s leader.  In much of the state, the government and the variety of South Sudanese oppositions that operate in Unity are increasingly unified….
