This report presents the findings of investigations and documents by the Human Rights Division of UNMISS and suggests that gross human rights violations were committed on a massive scale with civilians being directly targeted along ethnic lines by both parties of the conflict. These conclusions obligate according to the report that the government of South Sudan to investigate, prosecute and punish those found to be responsible. It argues that South Sudan’s failure to have ever undertaken a comprehensive, independent and effective accountability process since its independence reinforces the cycle of violence.
