This municipal assessment of Juba of 2005 examines greater Juba’s planning priorities, options, and opportunities, conducted an analysis of the current municipal administrative structure and existing records pertaining to land transactions and town planning, and examined existing governmental capacity to manage land, housing, building, and planning in a period of rapid change. This article (2005) explores local government structure and practices in SPLM/A held areas in Southern Sudan. Doing this it refers to the challenges of distributing land and foreign aid. This report looks into the opportunities and constraints of local initiatives for peace and their contribution to the resolution of conflict at the local level, with a particular focus on women initiatives. Secondly, it seeks to explore in what ways outsiders could provide meaningful contributions to such initiatives. The research focuses on the case of local initiatives for peace in southern Sudan, and in particular on the Sudanese Women’s Voice for Peace, a Sudanese NGO.
