This paper describes four possible scenarios for the future of Sudan, defined by two key uncertainties: 1) In 2012, will Sudan be united or will the North and South have gone separate ways? 2) In 2012, will there be a new war between the North and the South, or will there be no war? Download

Since the Anglo-Egyptian colonial epoch (1898-1956), development in Sudan has mainly been based on large-scale projects, such as the Gezira Irrigation Scheme, Rahad Irrigation Scheme, Jonglei Canal, oil exploitation, Merowe Dam and rain-fed mechanized agricultural schemes. Without doubt, these projects, implemented in the name of the „national interest,‟ have benefited the country immensely. Nonetheless, it is also true that they have been associated with conflicts and displacement as people who feel marginalized resort to arms…
This report examines Sudan’s considerable history of elections, and asks why, despite the apparent success of 1953, multi-party elections have not so far produced the kind of stable yet dynamic government in Sudan that the secret ballot is intended to encourage. The report argues that failures of government should not be construed as evidence of any fundamental unsuitability of elections to Sudanese circumstances.

This article looks at the processes of trying to decentralize government since the wars in Sierra Leone and Southern Sudan stopped, and points to significant differences in the results thus far. It asks why the differences exist and what lessons can be learnt by the International community on how best to assist nations wishing to decentralize their governance structures. In both cases, of course, it is still ‘early days’ after the conflict and therefore difficult…

The present paper demonstrates that whereas a narrow definition of PoC runs the risk of repelling actors from the protection-agenda, mainstreaming a culture of protection drawing on wider principles seems worthwhile in order…

This paper presents the ethnic and ideological factors in the Sudan crisis as products of other processes, notably the strategies adopted by successive governments for managing the peripheries and the militarisation of society. It differs from many scholarly analyses in its emphasis on the importance of failed consolidation at the centre of power. The implication of the analysis is that Sudan faces possibly insuperable challenges in attempting to achieve democracy and a fair distribution of…
